Audit management software for GxP teams: six quality systems read against the audit file

Published , reviewed

Verdict

Best overall
TrackWise DigitalIt runs quality events, deviations, CAPA, audits and change control in one system, and its Part 11 and Annex 11 assessment describes a trail that records user ID, old and new value and time stamp, with entries that cannot be deleted: what a finding regraded after the closing meeting needs. The assessment is dated March 2019, so ask for the one that matches your release.
Best for a GMP lab short on validation time
ScilifeIt covers audits and supplier qualification beside CAPA, deviations and documents, and customers get an executed validation package from the start: plan, URS, risk assessment, IQ, OQ, PQ, trace matrix and summary reports.
Best for a device maker
Veeva QMSIt runs internal and external audits beside deviations, CAPAs, complaints and supplier quality for companies that bring sites, suppliers and contract manufacturers into one system, and its audit trails export to PDF or text/CSV with no retention limit on audit history: the copies an investigator can now ask for.

An audit file is a stack of records, and since February 2026 a device maker hands over the whole stack.

An audit leaves records of its own: the plan, the checklist, every finding and its grade, the auditee's response, the CAPA a finding opened, the signed report and the re-audit. Kept in software and required by a predicate rule, each one is a Part 11 record, and the approvals on it stand in for handwritten signatures.

One thing this page is not about: the Part 11 audit trail, the system's own log of who changed a record and when, which our guide to audit trails covers. Here the trail matters only as a control on the audit records themselves.

Three audits, three files

A GxP quality team runs three kinds of audit, and each leaves a different file. The rule that asks for the file differs for a device maker, a drug maker and a GLP lab; the Part 11 controls on it do not. Switch between them.

The internal audit file

The records
Audit schedule, plan and checklist, each finding with its grade, the auditee's response, the report, the CAPA each finding opened, and the follow-up or re-audit.
Signatures
Report: Authorship by the lead auditor, Review by the manager of the area audited. Finding closed: Approval.
Device maker
Until February 1, 2026 the report sat outside FDA's record access under § 820.180(c); management could certify instead that audits “have been performed and documented”. From February 2, 2026 the exception is gone and the report is a record an investigator can ask for.
Drug maker
Part 211 never names an internal audit. A finding that turns up an unexplained discrepancy lands in an investigation record, which § 211.192 requires in writing.
GLP lab
The quality assurance unit inspects each study and keeps “written and properly signed records” of findings, action taken and reinspection dates § 58.35(b)(3). FDA sees the dates, the study, the phase and the inspector § 58.35(c).
Where Part 11 bites
A finding regraded after the closing meeting keeps its first grade in the trail § 11.10(e); only named people may change a finding or see a draft § 11.10(d), (g); the issued report shows name, date and time, and meaning § 11.50.
Read next
Findings that open a CAPA: the CAPA software comparison.

The file only works if it stays joined up. A finding that opens a CAPA has to show that CAPA's status, and the CAPA has to point back at the finding; the CAPA software comparison reads the same quality systems from the CAPA side, and the deviation management comparison from the record that most often opens one. Where CAPAs are still opened on paper, the CAPA form template names the audit finding as the source record, so the link back survives there too. A supplier audit has a second link to keep: its outcome should move the supplier's approved status, the side the supplier quality management comparison reads.

What the QMSR changed about audit reports

Under the old QS regulation a device maker could keep its internal audit reports out of an FDA inspection. The regulation said its record-access section did not apply to management review, quality audit or supplier audit reports; an investigator could ask only for a signed certification that the audits had happened. The QMSR, effective February 2, 2026, dropped that exception.

Device makers: FDA access to audit records under the QS regulation and under the QMSR
RecordQS regulationto 2026-02-01QMSRfrom 2026-02-02
Internal audit reportsExcepted: § 820.180 “does not apply to the reports required by … § 820.22 Quality audits”No exception. FDA “disagrees that it should maintain the exceptions set forth at § 820.180(c)” 89 FR 7514
Supplier audit reportsExcepted when “used to meet the requirements of § 820.50(a) Evaluation of suppliers, contractors, and consultants”No exception
Management review reportsExcepted: the reports required by § 820.20(c)No exception
What FDA could ask for insteadA written certification by “an employee in management with executive responsibility” that the audits “have been performed and documented”, with dates, and that corrective action was takenThe reports themselves; FDA notes they are “maintained in the regular course of business and should be readily available” 89 FR 7514
Audit proceduresOpen to FDA: the section “does apply to procedures established under these provisions”Open to FDA, as before
Confidential markingRecords may be marked confidential to help FDA apply part 20 § 820.180(a)The same words, now in § 820.35(d)
Where the audit duty lives§ 820.22: audits by people “who do not have direct responsibility for the matters being audited”, a report of each, reviewed by managementISO 13485:2016, incorporated by reference § 820.7, § 820.10; the current Part 820 never uses the word “audit”

Commenters asked FDA to keep the exception, and one pointed out that FDA's own inspection technique guide treated these reports as exempt. FDA said no, for three reasons: the exception is “not available to manufacturers being inspected by other regulators or being audited by other entities” such as MDSAP auditing organizations; the reports already exist and “should be readily available”; and its investigators already had access to the data behind management reviews, such as nonconformances and complaints, and to corrective actions resulting from internal and supplier audits 89 FR 7514.

Inspection risk

Writing audit reports for an audience of one. A report drafted on the old assumption that FDA would never read it, frank in the draft and softened in the final, now sits beside an audit trail that shows every edit between the two. Write findings once, plainly, and regrade them only with a reason on the record.

For the software, the report has become a record you will hand over. That puts four controls ahead of the rest: the copy you give the investigator § 11.10(b), the trail on the report's edits and how long it is kept § 11.10(e), who could read the draft § 11.10(d), and the signatures on the final § 11.50. Drug makers have no exception of this kind to lose: Part 211 never uses the word “audit”. The QMSR guide for small device makers walks through the rest of the change.

Requirement by requirement

The rows run in the order an investigator's request meets an audit file: the copy, the trail, its retention and who could see the draft, then the signatures, validation and EU Annex 11. The open-system row comes last; it matters only if suppliers or outside auditors work inside your system rather than sending their answers in.

Row by row: who documents what

The table reads by vendor; an audit program reads by control. This ledger turns it on its side: for each row, the vendors whose own pages describe the control, and how many only claim it or say nothing.

On the three rows an investigator's request leans on first (copies, the trail and its retention), TrackWise Digital and Veeva QMS describe all three on their own pages. The verdict goes to TrackWise Digital, which documents 9 of 10 rows, and to Veeva QMS, which documents 8 from the Vault platform's current help pages and runs external audits next to supplier quality, the pairing a device maker with contract manufacturers needs. Scilife takes the third row for its executed validation package rather than its rows. The medical device QMS comparison reads the device-specific suites.

Ideagen Quality Management describes running audits offline with checklists, which suits supplier sites with poor connectivity, but none of its rows are described on the pages we read, so take its Part 11 rows into the demo below.

What to make a vendor show you

The controls that make audit software different from a document system are not in our register: we read no vendor's pages on them, so we give no status. Pick the audits you run, copy the script into each demo, write the asks you keep into your user requirement specification, and test them again in validation. The signature manifestation check tests one signed report against § 11.50.

The audits you run

11 asks for the demo

  1. 01

    A regraded finding § 11.10(e)

Show: Downgrade a finding from major to minor after the closing meeting, then open the trail for that field.

Fails if: The trail says only “record updated”, or the first grade can no longer be read.

  2. 02

    Auditor independence § 11.10(g)

Show: Try to assign the manager of the audited area as the auditor.

Fails if: The system accepts it with no rule or warning. The old § 820.22 asked for auditors without direct responsibility for the area; your procedure likely still does.

  3. 03

    Who reads a draft report § 11.10(d), (g)

Show: Log in as an auditee before the report is issued and try to open the draft.

Fails if: Drafts are visible to every user, or access is set per report by hand.

  4. 04

The signed report, on paper too § 11.50(a), (b)

Show: Issue a report, then export it to PDF and print it.

Fails if: The PDF drops the signer's name, the date and time, or the meaning.

  5. 05

Finding to CAPA, both ways § 11.10(f)

Show: Open a CAPA from a finding, then try to close the finding while the CAPA is still open.

Fails if: The finding closes anyway, or the link is a CAPA number typed into a text field.

  6. 06

Supplier staff sign in as themselves § 11.100(a), § 11.300(a)

Show: Have two people at one supplier answer findings under their own accounts.

Fails if: The supplier gets one shared login, or answers arrive by email and are pasted in.

  7. 07

    Status follows the audit § 11.10(e), (f)

Show: Close a supplier audit with a critical finding and watch the supplier's approved status.

Fails if: Status is changed by hand with no link to the audit and no trail entry.

  8. 08

The questionnaire as answered § 11.10(e)

Show: Change the questionnaire template, then open last year's answered copy.

Fails if: Old answers now show under new questions.

  9. 09

The whole audit file as one copy § 11.10(b)

Show: Export one audit with findings, responses, CAPA links, signatures and trail, in readable and electronic form.

Fails if: Only the report exports; the trail comes out record by record.

  10. 10

    Confidential marking § 820.35(d)

Show: Mark an audit report confidential and export it.

Fails if: The marking is lost on export.

  11. 11

    An old audit, whole § 11.10(c), (e)

Show: Open an audit closed several releases ago, with its trail and signatures.

Fails if: Older trails were archived out of reach or dropped in a migration.

Vendor by vendor

Each card shows the six rows an audit report leans on. Some quality vendors' pages could not be read on the read date, so they are not in this lineup; a missing vendor is not a verdict on it. For the same vendors read as whole suites, see the Part 11 eQMS comparison.

How we read the vendors

Verdicts are editorial: no vendor can buy a verdict position or displace another vendor.

verified means we read the control described on the vendor's own documentation (help centre, validation pack page, compliance paper or trust page) on 2026-10-22. stated means the vendor claims it and we did not check it. not stated means the vendor publishes nothing on it.

FDA keeps no list of certified or approved Part 11 software. Compliance is a validation claim each regulated company makes for its own use of a system, so a vendor's Part 11 claim is where your validation starts, not where it ends.

Questions

Is audit management software the same as an audit trail?

No. An audit trail is the system's own computer-generated log of who created, changed or deleted a record and when § 11.10(e); the audit trail guide covers it. Audit management software runs the audits your quality team carries out: plans, findings, responses, reports and follow-up. Good audit software keeps an audit trail on its own records, which is why the trail rows sit in the table above.

Can FDA ask to see our internal audit reports now?

For a device maker, yes, from February 2, 2026. The old QS regulation kept management review, quality audit and supplier audit reports outside FDA's record access § 820.180(c). The QMSR dropped that exception, and FDA wrote that it “intends to modify its inspectional processes consistent with this rulemaking” 89 FR 7514. A GLP lab works to a different rule: FDA sees the dates, study, phase and inspector of each QAU inspection § 58.35(c) and may ask management to certify the inspections are done § 58.35(d). The QMSR guide covers the rest of the device change.

Does Part 11 apply to audit records?

It applies to electronic records kept under an FDA records requirement § 11.1(b). A device maker runs its audits under the ISO 13485 quality system the QMSR incorporates by reference, and FDA's preamble expects internal audits and management reviews run to those aligned requirements; kept in software, those audit records are Part 11 records. Where no predicate rule requires the record, FDA's 2003 guidance reads Part 11 narrowly, and recommends you document the decision. Electronic approvals on any of them still need the signature controls in full: § 11.50, § 11.70 and § 11.200.

Do we still sign the management certification that audits were done?

That certification lived in § 820.180(c), which is gone from the current Part 820 along with the exception it came with. FDA expects the reports themselves, which it says are “maintained in the regular course of business and should be readily available” 89 FR 7514.

Should we audit the vendor of our audit software?

EU Annex 11 asks for formal agreements with third parties and says the need for a supplier audit should be “based on a risk assessment” Annex 11 § 3. Under Part 11 the validation is yours § 11.10(a); a vendor's validation package and your audit of the vendor are inputs to it, scoped by your own user requirement specification.

Is there FDA-certified audit management software?

No. FDA keeps no list of certified or approved Part 11 software. Part 11 binds the people who use a system, so any audit tool, built for GxP or not, can hold regulated audit records if it has the controls and you validate it for your use. The tools on this page are quality systems with an audit module, which keeps findings and CAPAs in one place; the eQMS comparison reads the same vendors as whole suites.

Why does one vendor's evidence carry a 2019 date?

TrackWise Digital's statuses come from the vendor's own Part 11 and Annex 11 assessment. We read it on 2026-10-22; the document itself is dated March 2019. Ask for the assessment that matches the release you would buy, and check the rows again in your validation.
