Supplier quality management software: six vendors read against the supplier file
Published , reviewed
Verdict
- Best overall
- Veeva QMSIt runs supplier quality in the same application as deviations, CAPAs, audits and complaints, it is built for companies that bring suppliers and contract manufacturers into one system, and each eSignature is a read-only record holding the signer's name, title, date and time and chosen meaning. TrackWise Digital describes more of the 10 rows (nine to eight), but from a vendor assessment dated March 2019; Veeva's come from its current help pages.
- Best for a small lab
- QualioSuppliers sit beside documents, training, CAPA, change control, events and audits, customers receive a validation pack with test scripts and a Part 11 assessment, and audit trail records are kept for the lifetime of the system.
- Best when supplier issues feed CAPA
- TrackWise DigitalSupplier quality runs beside quality events, deviations and CAPA, and the vendor's Part 11 and Annex 11 assessment (dated March 2019) describes a trail of user ID, old and new value and time stamp whose entries cannot be deleted, with the password asked at each signing.
Fig. 01Pull one lot of a raw material during an inspection and the trail runs backwards: the receiving record, the test that released the lot, the supplier who shipped it, and the evidence that made that supplier acceptable in the first place. That chain is the supplier file. Kept in software, its approvals are electronic signatures and its status changes are audit-trail entries, so Part 11 rides on every record in it.
This page reads six quality systems with a supplier module against the 10 Part 11 rows a supplier record leans on, after setting out what drug CGMP, the QMSR and EU Annex 11 each ask the file to hold. No product here is built for device makers alone, so the verdict's third row goes to a job instead; device-only suites are read in the medical device QMS comparison, and the wider suites in the Part 11 eQMS comparison.
The supplier file, record by record
Six records make up the file. The rules name them differently, and some do not name them at all: Part 211 never uses the words “audit” or “agreement”, while the device rule now runs through ISO 13485's purchasing clause, which the QMSR incorporates by reference. Choose a record to see what it holds, how it is signed, and what each rule says.
The supplier file
Approved supplier list
- Holds
- Each supplier, what it supplies, its status (approved, conditional, disqualified) and the evidence behind that status.
- Signed as
- Approval of a status change by the quality unit
- What Part 11 adds once it is electronic
- Only named roles change a status § 11.10(g); every change is trailed and the old status stays readable § 11.10(e); the approval shows name, date and time, and meaning § 11.50(a).
- Drug maker21 CFR Part 211
- Part 211 names no list. It sizes sampling on “the past quality history of the supplier” § 211.84(b), names the supplier on every shipment record § 211.184(a), and gives the quality control unit the authority to approve or reject all components § 211.22(a).
- Device makerQMSR, ISO 13485 Clause 7.4
- FDA reads Clause 7.4 as evaluating suppliers on “ability and performance”, in proportion to the purchased product's effect on the device, and adds that “monitoring and reevaluation of suppliers” is required 89 FR 7510.
- Software supplierEU GMP Annex 11 § 3
- “The competence and reliability of a supplier are key factors when selecting a product or service provider.” Annex 11 § 3.2
Inspection risk
A supplier status kept in a spreadsheet cell. Anyone with the file can move a supplier from conditional to approved, and nothing records who did it, when, or what the status was before. Yet that status is what decides how hard you sample § 211.84(b) and which lots your receiving team accepts. Our guide to Excel spreadsheets under Part 11 covers what a spreadsheet would need instead.
Device makers read the purchasing duty through the rule that took effect on February 2, 2026; our QMSR guide for small device makers covers the switch. Teams that also sell into the EU should read Annex 11 § 3 with the rest of the annex in our EU Annex 11 guide.
Your software vendor is a supplier too
The system that holds your supplier file is itself bought from a supplier, and Annex 11 treats it that way. Formal agreements must exist with any third party that provides, configures, validates, maintains or retains a computerised system § 3.1; whether to audit that party is a risk decision § 3.2; and quality system and audit information on software suppliers should reach inspectors on request § 3.4. The QMSR preamble says the same of services: a consultant supplying advice is a supplier the manufacturer must assess 89 FR 7510. In clinical investigations FDA's 2024 Q&A asks for a written agreement with an IT service provider that includes “a plan that ensures the sponsor will have access to data throughout the regulatory retention period”.
So the eQMS vendor goes on your approved supplier list, with a file like any other:
- Its validation package and Part 11 assessment, for the release you runsupports your own validation § 11.10(a)
- A quality agreement or service agreement naming who does whatAnnex 11 § 3.1
- An audit, or the risk reason a questionnaire or remote review was enoughAnnex 11 § 3.2
- Release notes reviewed against your requirements before each upgradeAnnex 11 § 3.3
- How you get your records back, in full, for the whole retention period§ 11.10(c)
In this lineup, Veeva QMS, TrackWise Digital, Reliance, Dot Compliance eQMS and Qualio describe validation documentation for customers on their own pages. Ideagen Quality Management claims it without describing it, so ask to see the package before you sign. Veeva QMS, TrackWise Digital, Reliance, Dot Compliance eQMS and Qualio name EU Annex 11 on their own pages. Where the vendor hosts your records, read our guide to Part 11 for cloud and SaaS systems before you write the agreement, and put the supplier controls you need into your user requirement specification so validation tests them.
Requirement by requirement
The rows run in the order a supplier record meets them: who may change a status, the signature on the change, the trail behind it, the copy an inspector asks for, then the vendor as your own supplier. The open-system row § 11.30 stays in because supplier portals put outside users on your system; read it with the FAQ below.

What each vendor documents, by job
The same statuses, regrouped by the four jobs a supplier file asks of the software. Each cell counts the rows the vendor describes on its own pages; the rest are claimed or not covered, and the table above shows which.

On approving or disqualifying a supplier, Veeva QMS and TrackWise Digital describe every signature and authority row we read. On showing how a status changed, Veeva QMS, TrackWise Digital and Qualio describe both trail rows. For a team that audits suppliers on site, Ideagen's audits can run offline with checklists; Reliance has a supply chain quality application; Dot Compliance runs its supplier module on the Salesforce platform. A row the vendor only claims is a question for the demo, not a reason to drop it.
Supplier controls to test in a demo
What makes supplier software different from a document system is not in our register: we read no vendor's pages on these controls, so we give no status. Make each vendor do them live.
- 01
Status blocks use
Ask: Disqualify a supplier, then try to receive and release a lot from it.
Weak answer: A warning you can click past, or a status kept as free text that nothing else reads.
§ 211.84(a); § 11.10(f)
- 02
Re-evaluation has a clock
Ask: Show the suppliers whose re-qualification or certificate-of-analysis check is overdue.
Weak answer: Due dates live in a spreadsheet beside the system.
§ 211.84(d)(2) “at appropriate intervals”; 89 FR 7510
- 03
A supplier answers its own SCAR
Ask: Log in as a supplier user, answer a SCAR, then open the trail.
Weak answer: The supplier can see other suppliers' requests, or your staff paste its answer in under their own names.
§ 11.10(d); § 11.10(e)
- 04
Finding to SCAR to CAPA
Ask: Raise a finding in a supplier audit, issue a SCAR from it, escalate it to a CAPA, then walk back.
Weak answer: Record numbers typed into text fields; the links do not show from both ends.
Your own procedure; Clause 8.5.2 for device makers
- 05
The agreement in force for an old lot
Ask: Revise a quality agreement, then show which version applied to a lot received last year.
Weak answer: Only the current agreement is kept, or the old one is overwritten.
§ 11.10(e) “shall not obscure”; Annex 11 § 3.1
- 06
One supplier, one export
Ask: Export a supplier's whole file: status history, qualification, agreement, audits and SCARs, signatures showing.
Weak answer: Signatures drop off the printout, or the trail is a separate request to the vendor's support desk.
§ 11.10(b); § 11.50(b)
Two of these cross into neighbouring systems. Findings come from the audit management side, and a SCAR that escalates becomes a CAPA, read in our CAPA software comparison; check that the links hold in both directions.
Vendor by vendor
Each card shows six rows a supplier approval leans on. Some quality vendors' pages could not be read on the read date, so they are not in this lineup; a missing vendor is not a verdict on it.

How we read the vendors
Verdicts are editorial: no vendor can buy a verdict position or displace another vendor.
verified means we read the control described on the vendor's own documentation (help centre, validation pack page, compliance paper or trust page) on 2026-10-22. stated means the vendor claims it and we did not check it. not stated means the vendor publishes nothing on it.
FDA keeps no list of certified or approved Part 11 software. Compliance is a validation claim each regulated company makes for its own use of a system, so a vendor's Part 11 claim is where your validation starts, not where it ends.
Questions
Is there FDA-approved supplier quality management software?
No. FDA keeps no list of certified or approved Part 11 software, and the rule binds the people who use a system. A vendor's “Part 11 compliant” means it states its product supports the controls; you still validate it for your own use § 11.10(a) and write the policy that holds signers accountable § 11.10(j).
Are supplier records Part 11 records?
When a predicate rule requires them and you keep them electronically, yes. For a drug maker, the component record naming the supplier, lot and test results is required by § 211.184; for a device maker, purchasing is ISO 13485 Clause 7.4, which the QMSR incorporates, and its records fall under record control (Clause 4.2.5 plus § 820.35). A supplier questionnaire you keep for your own interest and never rely on is a weaker case, so document the decision, as FDA's 2003 guidance recommends.
Can we accept a supplier's certificate of analysis instead of testing?
For drug components, yes, on two conditions in § 211.84(d)(2): you run at least one specific identity test yourself, and you establish the reliability of the supplier's analyses by validating its results “at appropriate intervals”. The software should hold that validation history and its due date on the supplier record, not in a separate spreadsheet.
Can an FDA investigator read our supplier audit reports?
For device makers the old shield is gone. The QS regulation kept supplier audit reports out of inspection at the former § 820.180(c); FDA chose not to keep that exception in the QMSR 89 FR 7514. Under EU GMP, quality and audit information on software suppliers should be made available to inspectors on request Annex 11 § 3.4. Write audit reports on that assumption, and run them in a system built for it; our audit management comparison reads those tools.
Does a supplier's ISO certificate replace our qualification?
Not on its own. In the QMSR preamble FDA notes that “certification may not provide adequate assurances of supplier quality without further evaluation” 89 FR 7508. Keep the certificate as one piece of evidence, next to performance data, incoming results and, where risk calls for it, an audit.
If suppliers log in to answer SCARs, does the system become an open system?
Part 11 draws the line at who controls access. A closed system is one where access “is controlled by persons who are responsible for the content of electronic records” § 11.3(b)(4), and the 1997 preamble calls that control “the most important factor”. Accounts you issue, limit and revoke yourself do not hand that control to the supplier; where the system is hosted, and by whom, is the bigger question. Run your set-up through the open vs closed system check.
