Docusign vs Adobe Sign for regulated teams

Published , reviewed

Verdict

Best overall
Adobe Acrobat Sign (Bio-Pharma Settings)Adobe's handbook describes 9 of the 10 rows in the table below and Docusign's pages 6; only Adobe describes audit-trail retention, role checks and Annex 11. Adobe also expects signed records and audit reports to leave Acrobat Sign for your own repository.
Best for a device maker
Docusign Part 11 moduleDocusign names medtech among the teams the module fits, and its Validator for Life Sciences (an additional module) runs monthly QA tests on the Part 11 functions and posts the reports in your account: supplier evidence a device maker's validation file can lean on.
Best when you already run one of them
The one you already runDocusign's Part 11 module is a configuration of a Docusign eSignature account and Adobe's Bio-Pharma Settings come with Acrobat Sign's business and enterprise service levels, so on either one the change is a setting on a tool your team knows, not a new tool.
Chromolithograph of two matching trays of controlled documents side by sideFig. 01
Two trays, one rule: the same signed records, filed two different ways.

On the signature itself the two read the same: of the 10 Part 11 rows we read, 6 are described on both vendors' own pages. The choice turns on setup. Docusign sells Part 11 as a pre-set account with a validator that tests it every month. Adobe turns on Bio-Pharma Settings for one group of your account, hands you validation templates, and says itself that the settings alone do not meet every Part 11 requirement.

This page puts the two side by side. For each vendor in depth, read is Docusign Part 11 compliant and is Adobe Acrobat Sign Part 11 compliant; for the wider field, the Part 11 e-signature roundup.

Requirement by requirement

Each cell is what the vendor's own documentation shows, not what its marketing says. The rows are the ones an inspector reads a signing tool against, from the § 11.50 manifestation to an Annex 11 statement.

How each one switches Part 11 on

A Part 11 signature on either tool depends on configuration you can get wrong. This is what each vendor's pages say you are setting up, and what you give up when you do.

How Docusign and Adobe set up Part 11 signing
Setup questionDocusign Part 11 moduleAdobe Acrobat Sign (Bio-Pharma Settings)
How Part 11 is switched onThe Part 11 module: a pre-set configuration of a Docusign eSignature account.Bio-Pharma Settings, applied to a group of users inside an Acrobat Sign account.
Where it appliesSigning on the Part 11 account. Some of its Part 11 settings can only be changed through Docusign Support.Only agreements sent from the group configured with Bio-Pharma Settings carry the Part 11 signature manifestation.
Plan named on the vendor's pagesSigning reasons can be edited by accounts on the Enterprise Pro plan. The settings come with the business and enterprise service levels.
Re-authentication at signingThe module adds signature-level authentication.Enforced identity challenges. Enforced re-authentication works with Acrobat Sign login, phone authentication or a one-time email passcode.
What stops workingIn-person signing, delegated signing and signing in the mobile apps are not available on Part 11 accounts.Agreements sent from any other group get no Part 11 manifestation; Adobe lists enforced re-authentication only for the three methods above.
Validation supportThe Validator for Life Sciences runs monthly QA tests on Part 11 functions and posts the reports in the account. Docusign's product page calls it an additional module.Validation document templates that the customer adapts and runs.
Where the signed record livesThe Docusign pages we read give no period for keeping envelope history; only a general Part 11 claim covers it.Adobe says Acrobat Sign is not a records system: signed records and audit reports are exported to your own repository.
The vendor's own caveatNone recorded on the Part 11 pages we read.Adobe's handbook says the settings are not enough on their own to meet every Part 11 requirement.

The practical gap: Docusign draws the Part 11 line around a whole account, Adobe around a group inside one. An account line is harder to cross by mistake, and costs in-person, delegated and mobile-app signing. A group line leaves the rest of the account as it was, so the SOP has to say which group regulated records go out from.

Where the two differ

3 rows read differently. In each, Adobe's handbook describes the control and Docusign's Part 11 pages either claim it without describing it or publish nothing.

How long the audit trail is kept

§ 11.10(e) wants the audit trail retained for a period at least as long as that required for the subject electronic records. Part 11 sets no period of its own; the predicate rule behind the record does.

Adobe answers by sending the record out. It says Acrobat Sign is not a records system, so the signed record and its audit report go to your own repository, and the retention clock runs there. The Docusign pages we read give no period for keeping envelope history; only a general Part 11 claim covers it. If you mean to rely on that history as the trail of record, get the answer from Docusign in writing; otherwise export the certificate and file it with the record in your document control system.

Who may send, sign and change settings

Adobe's handbook describes access and authority by role, which is what § 11.10(d) and (g) ask for. Docusign claims the control, but its Part 11 pages, as we read them, do not set out a role model; the one detail on record is that some Part 11 settings can only be changed through Docusign Support.

On either tool, write the roles you need (administrator, sender, signer, reviewer) into your user requirements and test each one, rather than taking the role model as read.

EU Annex 11

Adobe's handbook covers Part 11 and EudraLex Annex 11 together. Docusign states Annex 11 support in a white paper without describing the controls. Annex 11 § 14 asks less of the signature itself than Part 11 does: it must be permanently linked to their respective record and include the time and date that they were applied, and it names no printed name or meaning. The rest of Annex 11 (suppliers, periodic evaluation, business continuity) lands on you; our Annex 11 vs Part 11 mapping lays the two side by side.

What stays with you either way

Both vendors sell controls, not compliance. FDA keeps no list of approved Part 11 software, and the rule binds the people who use a system. Four duties stay on your side whichever tool you sign in. The Part 11 requirements, section by section covers the rest.

§ 11.10(a)
Validate the system for your useThe rule asks for validation of systems to ensure accuracy, reliability, consistent intended performance, and the ability to discern invalid or altered records. Docusign's Validator reports and Adobe's templates are inputs to that work; neither is the work. Our IQ OQ PQ template sizes it for a signing tool.
§ 11.100(c)
Certify your e-signatures to FDAPersons using electronic signatures certify to the agency that they are intended to be the legally binding equivalent of traditional handwritten signatures. That letter comes from you (FDA takes one for the company or one per person), never from Docusign or Adobe.
§ 11.10(j)
Write the accountability policyYou need written policies that hold individuals accountable and responsible for actions initiated under their electronic signatures. No vendor setting writes it for you.
§ 11.200(a)(1)
Match the signing session to the ruleInside one continuous session, the first signing shall be executed using all electronic signature components and later signings need at least one private component; outside one, every signing uses all of them. Test the re-authentication you configure against that, envelope by envelope or agreement by agreement.

Common misreading

A signature is only as Part 11 as the place it was sent from. On Docusign, the signing reason, manifestation and signature-level authentication come with the Part 11 module, not with a standard account. On Acrobat Sign, only agreements sent from the Bio-Pharma group carry the manifestation. A regulated record sent from the wrong account or group goes out without them.

Takeaway

Pick the tool, then write three lines into your SOP before the first regulated signature: which account or group sends regulated records, which re-authentication method signers use, and where the signed record and its audit report are filed. Check a first signed record with the signature manifestation check.

Adobe Acrobat Sign (Bio-Pharma Settings)

e-signature
What it is
Adobe Acrobat Sign is Adobe's cloud e-signature service, and its Bio-Pharma Settings add enforced identity challenges and required signing reasons for a group of users. Adobe's handbook says the settings come with the business and enterprise service levels and are not enough on their own to meet every Part 11 requirement.
Who it fits
Regulated teams on Acrobat Sign business or enterprise plans that can run a dedicated Part 11 group and their own validation.

How we read the vendors

Verdicts are editorial: no vendor can buy a verdict position or displace another vendor.

verified means we read the control described on the vendor's own documentation (help centre, validation pack page, compliance paper or trust page) on 2026-10-22. stated means the vendor claims it and we did not check it. not stated means the vendor publishes nothing on it.

FDA keeps no list of certified or approved Part 11 software. Compliance is a validation claim each regulated company makes for its own use of a system, so a vendor's Part 11 claim is where your validation starts, not where it ends.

Questions

Is Docusign or Adobe Sign FDA certified for Part 11?

Neither, and no tool can be. FDA keeps no list of certified or approved Part 11 software. Both vendors publish how their Part 11 setup works; whether your use of it complies is a validation claim your company makes and defends at inspection.

Can we sign Part 11 records from the account we already have?

Not as it stands. On Docusign the signing reason, manifestation and signature-level authentication come with the Part 11 module, a pre-set account configuration. On Acrobat Sign only agreements sent from a group configured with Bio-Pharma Settings carry the manifestation, and Adobe names the business and enterprise service levels for those settings. Confirm with your account team which of your accounts qualifies. On Docusign, plan for in-person, delegated and mobile-app signing to stop on the Part 11 account; on Acrobat Sign, set up one dedicated group and make it the rule that every regulated agreement is sent from it.

Can signers use the phone app?

Not on Docusign: signing in the mobile apps, in-person signing and delegated signing are not available on Part 11 accounts. The Acrobat Sign record we hold does not settle it either way, so ask Adobe before you plan a mobile flow, and test whichever answer you get in your own validation.

Does the signing time have to be the signer's local time?

No. FDA's 2003 Scope and Application guidance says we do not expect you to record the signer's local time; your documentation should explain the time-zone reference. Write that into the SOP for whichever tool you pick, and check it on a signed record with the signature manifestation check.

We ship to the EU as well. Does either cover Annex 11?

Adobe's handbook covers Part 11 and EudraLex Annex 11 together, read on its own pages. Docusign states Annex 11 support in a white paper, which we did not check against described controls. Annex 11 § 14 wants a signature permanently linked to its record and showing the time and date it was applied; see EU Annex 11 for US labs and device makers for the rest of the annex.

Will the vendor send FDA the e-signature certification letter for us?

No. § 11.100(c) puts the certification on the persons using electronic signatures. FDA accepts one letter for the company or one per person, signed by hand, sent on paper or electronically.
